I am reporting a series of safety concerns regarding my 2017 Chevy Volt, which have persisted despite multiple attempts to address them with the dealership. These issues pose significant risks to my safety and that of others on the road. On January 18th, 2024, I brought my vehicle to the dealer after experiencing reduced propulsion power while driving on the highway, coupled with the illumination of the check engine light. The mechanic performed a quick inspection and used a GM scan tool to diagnose the issue, revealing the code P1E00 for the Hybrid Powertrain Control Module 2, which was cleared without a thorough investigation. I was advised to return if the issue reoccurred. Despite the reset, the problem persisted, and on February 9th, 2024, I scheduled another appointment due to my Chevy Volt's High Voltage battery charging only to 65% capacity despite indicating a full charge. Subsequently, on February 11th, 2024, the check engine light illuminated again, and on February 12th, 2024, November 25th, 2025, and January 11th, 2026, while driving to work, both times I experienced a loss of propulsion power on the highway, placing my safety at risk and lost all power in a traveling lane of traffic. These ongoing issues with propulsion power and the high-voltage battery charging system are not only inconvenient but also potentially dangerous. Despite multiple visits to the dealership and attempts to diagnose and resolve the problem, it persists, indicating a systemic issue that requires immediate attention. The reduced propulsion power while driving on the highway, coupled with the illumination I urge the National Highway Traffic Safety Administration (NHTSA) to investigate this matter thoroughly to ensure the safety of Chevy Volt drivers and passengers. It is imperative that General Motors addresses these issues promptly and implements appropriate measures to prevent further incidents.

On [XXX] while traveling at highway speed my Chevrolet volt abruptly lost propulsion and an alert was displayed to pull over and turn car off. I was on [XXX] in California a 4 lane highway forced to cross 3 lanes of traffic at an exceptionally slow speed in heavy traffic. It is a miracle a crash did not occur. Fortunately other drivers were aware and able to stop or quickly change lanes. AAA towed directly to Stewart Chevrolet in Colma Ca. It was diagnosed and I was advised it is under warranty HOWEVER parts are on back order. Today [XXX] ~ the car still has not been repaired and I have been advised parts will not ship until September 2024. This is both dangerous and unacceptable. While driving after the electric battery is used and switches over to gas, I have been getting the check engine, ABS, steering, parking, and brake lights. I have lost power steering, lost the speedometer, lost fuel range, lost stabilitrak, it has randomly turned on the emergency brake while all these other things are happening, It also has said “shift to park”, propulsion power reduced. I have taken it to the dealer and they read some of the codes but say they can’t find anything wrong and they need to be able to reproduce the problem to find it. I lost all propulsion and pulled over and turned it off and it stopped with a “clunk.” Then I turn it back on and just the check engine light is on. I’m very afraid to drive it but with the lack of vehicles available to buy and the dealer not knowing how to fix it I don’t know what to do.

While driving down the freeway, the steering starting chattering. After a few miles, the steering became erratic and would not stay centered. I exited the freeway, and halfway through the offramp turn, the power steering completely failed. This cause the car to become very hard to steer.

WHEN MERGING ONTO THE HIGHWAY, I PRESSED THE ACCELERATOR, BUT THERE WAS A SIGNIFICANT LAG TO GET UP TO HIGHWAY SPEEDS. WITH THE WHEELS BEING POWERED BY THE ELECTRIC ENGINE, THE RESPONSE HAD ALWAYS BEEN INSTANT, UNTIL TODAY. AFTER ARRIVING AT MY DESTINATION, I TURNED MY CAR OFF AND BACK ON, BUT THE CHECK ENGINE LIGHT CAME ON AND THE DASH READ "SHIFT TO PARK," EVEN THOUGH THE CAR WAS IN PARK.I TURNED THE CAR OFF AND ON AGAIN, AND THIS TIME I WAS ABLE TO SHIFT THE CAR TO DRIVE, BUT THE CHECK ENGINE LIGHT REMAINED ON. THE ACCELERATOR DID NOT PROPEL THE CAR AND THE STEERING WHEEL WAS LOCKED. I AGAIN SHIFTED TO PARK AND TURNED OFF THE CAR. I WAITED A FEW MINUTES AND STARTED THE CAR BACK UP, AND THE FUEL ENGINE TURNED ON THIS TIME, BUT I RECEIVED A MESSAGE SAYING THE CAR WAS NOT CHARGING. I WAS ABLE TO DRIVE IT, BUT THE ENGINE WOULD NOT SHUT OFF, AS IT USUALLY DOES AFTER THE BATTERIES ARE SUFFICIENTLY CHARGED. I DROVE ABOUT 3 MILES ON SURFACE STREETS AND THE FUEL ENGINE REMAINED ON THE ENTIRE TIME. THERE WAS A SIGNIFICANT AMOUNT OF LAG IN RESPONSE TIME BETWEEN PRESSING THE ACCELERATOR AND THE BATTERIES CHARGING UP ENOUGH TO PROPEL THE CAR, CAUSING AN UNSAFE RESPONSE TIME IN MERELY GETTING THE VEHICLE GOING AFTER STOPPING AT A LIGHT AND TURNING ONTO A NEW STREET.

Status: closed (inferred from source dates) · Electrical System; Electrical System:propulsion System; Electrical System:propulsion System:traction Battery:management System/energy Control Module (bms/becm)
On November 29, 2023, the Office of Defects Investigations (ODI) opened PE23022 to investigate allegations of a loss of motive power, including a stall, reduced power state, and/or a no start condition due to the Battery Energy Control Module (BECM) in model year (MY) 2016-2019 Chevrolet Volt passenger car vehicles manufactured by General Motors (GM). The BECM is located within the high voltage electric vehicle (EV) battery pack and monitors the temperature, current, and voltage of the high voltage battery cell groups. GM stated that the root cause was identified as an internal failure leading to a loss of communication within the BECM and does not pose a risk to motor vehicle safety. GM further stated that the failure cannot result in a complete stall, only a reduced power mode, no start condition, or a no charge condition. GM additionally stated that if these conditions occur, the driver will be warned via a Malfunction Indicator Lamp (MIL) and/or a reduced-propulsion message in the Driver Information Center (DIC). Data received and analyzed by ODI from all sources indicates that nearly all related BECM failures caused conditions aligning with GM’s predicted outcomes. Despite the large number of warranty claims, nearly all failures were not safety-related, i.e., not a stall or reduced power mode. ODI isaware of a single minor crash and no injuries or deaths. In March 2024, GM issued Special Coverage N232432680, which was mailed to consumers, addressing BECM failures in certain MY 2016-2018 Chevrolet Volt vehicles. This special coverage provides an extension of the warranty coverage for the BECM from 8 years / 100,000 miles to 15 years / 150,000 miles for all 2016-2018 Chevrolet Volts. Additionally, GM stated that replacement components are sourced from a different supplier and not susceptible to the failure. In view of the Special Coverage issued by GM, the existing warranty coverage already in place, and the low number of safety-related occurrences, ODI is closing this Preliminary Evaluation (PE). The closing of this investigation does not constitute a finding by NHTSA that a safety-related defect does not exist. The Agency reserves the right to take additional action if warranted by future circumstances. To review the ODI reports cited in the Closing Resume ODI Report Identification Number document, go to NHTSA.gov.
