THE CONSUMER STATED THAT HE WAS DRIVING DOWN THE HIGHWAY WHEN HE HEARD A LOUD NOISE AND THE VEHICLE WAS STOPPED. WHEN THE CONSUMER PULLED OVER AND PLACED THE VEHICLE IN AUTO/PARK, ` ATTEMPTED TO START THE VEHICLE WHEN HE REALIZED THE REAR WHEELS WERE LOCKED.
