WHILE DRIVING AT ABOUT 40 MPH AND DECELERATING FOR A RED SIGNAL, THE STEERING WHEEL LOCKED UP COMPLETELY WITH THE ENGINE ON. THE CAR PROVED UNCONTROLLABLE. THE STEERING WHEEIL BECAME AGAIN OPERATIONAL AFTER I SHUT OFF AND RE-STARTED THE ENGINE.
