The contact was able to continue driving however, extra effort was needed to steer the vehicle. The vehicle was taken to an independent mechanic where it was diagnosed that the power steering control module needed to be replaced. The contact became aware of NHTSA Campaign Number: 14V284000 (Steering) and the vehicle was taken to the dealer who informed the contact that he would be responsible for the cost of the repair. The vehicle was not diagnosed or repaired. The manufacturer was not notified of the failure. The failure mileage was approximately 160,000.

The manufacturer was notified of the failure and informed the contact that no assistance could be provided because the VIN was not included in NHTSA Campaign Number: 14V284000 (Steering). The contact stated that the power steering assist fault message was displayed. The vehicle was taken to a local dealer where it was diagnosed with needing Power Steering Control Module (PSCM) replaced. The vehicle was not repaired. Upon investigation, the contact associated the failure with NHTSA Campaign Number: 14V284000 (Steering) however, the VIN was not included. The manufacturer was informed of the failure and the contact was awaiting a response. The failure mileage was approximately 150,000.

HOWEVER, AFTER DOING MY OWN RESEARCH I DID FIND OUT THAT THIS IS A PROBLEM FOR THE 2008 MERCURY MARINERS AND FROM SOME OF THE WARNINGS I HAVE READ STATED THE BREAKS ENDED UP FAILING AFTER THIS ALL ACCRUED AND ABOUT GOT THEM INTO ACCIDENTS. WITH THE NHTSA ALREADY INVESTIGATING THE '2006-2012 FUSION AND LINCOLN MKZ AND THE 2006-2011 MERCURY MILAN' MODELS WITH THE SAME ISSUES, IT SEEMS THE ISSUE IS BIGGER THAN JUST THE MERCURY MARINER.

WE BOUGHT VEHICLE IN JAN, 2018 FROM A PRIVATE PARTY, AS A WORK VEHICLE FOR MY HUSBAND, WHO IS A USPS RURAL ROUTE CARRIER. TWO WEEKS AFTER PURCHASE, THE ANTI-LOCK BRAKE LIGHT WENT ON, AND THE CAR WOULD NOT STOP WHEN IT WAS SUPPOSED TO, WHICH WAS VERY DANGEROUS IN WINTER. WE BELIEVE THE PRIOR OWNER KNEW ABOUT THIS. THE LIGHT WOULD JUST GO ON & OFF WITH NO PATTERN. ABOUT 1 1/2 MONTHS LATER, HE WAS DRIVING ON A 2 LANE HGWY (55 MPH) DELIVERING MAIL. HE WENT TO PULL FORWARD BUT THE CAR MADE A BRIEF NOISE AND THEN EVERYTHING JUST STOPPED WORKING. THE CAR WOULDN'T START, NO ELECTRICAL OR LIGHTS, HE COULD NOT EVEN ROLL THE VEHICLE BY HIMSELF TO A SAFE PLACE W/OUT HELP. THE ELECTRICAL AND PROPULSION SIMPLY STOPPED WORKING; PERIOD. WE ENDED UP DRAGGING IT HOME. DEALERSHIP GAVE EST. AMT OF REPAIRS AROUND $18K. I FOUND THE RECALL IN 2014 (14S19) FOR THE SAME THING. THE MEC PUMP WAS REPLACED IN 2014, WITH A "SUPPLEMENTAL" FIX IN 2015 SAME ISSUE. THIS IS THE EXACT SAME ISSUE AS THE PREVIOUS RECALL, WHICH NEITHER MERCURY OR ANY DEALERSHIP WANTS TO HONOR. I'M GUESSING THERE ARE MORE HYBRID MARINERS W/ SIMILAR ISSUES, BUT NOT ENOUGH TO ISSUE A FOLLOW-UP RECALL. SO HERE WE ARE STUCK IN CAR REPAIR PURGATORY. I DO BELIEVE THEY SHOULD HONOR THE RECALL NOW AND FIX THE PUMP AND REPLACE THE HYBRID BATTERY. NOT SURE ABOUT THE BRAKES, BUT I HAVE SEEN A LOT OF COMPLAINTS ABOUT THEM AS WELL - AGAIN, NOT ENOUGH FOR A RECALL, WHICH AGAIN. PURGATORY. MY HUSBAND WAS VERY LUCKY. HAD IT BEEN A DIFF TIME OF DAY THERE WOULD HAVE BEEN MUCH MORE CAR & SEMI-TRUCK TRAFFIC ON THE HWY (SPEED LIMIT IS 55) AND WITH HIM LITERALLY JUST STOPPED DEAD IN HIS TRACKS, THERE SURELY WOULD HAVE AN IMMINENT RISK OF A SERIOUS REAR-END COLLISON, WITH POTENTIALLY DEADLY INJURIES. NHTSA received a petition on or about July 18, 2022, requesting that Federal Motor Vehicle Safety Standard (FMVSS) 141 be applied to all electric and hybrid vehicles operating in the United States. The petition can be reviewed at NHTSA.gov under ODI Number 11486072. FMVSS 141 establishes performance requirements for pedestrian alert sounds for motor vehicles. The standard applies to hybrid and electric vehicles that have a gross vehicle weight rating of 4,536 KG or less or are defined as low-speed vehicles. The standard became fully applicable to all such vehicles manufactured on or after March 1, 2021.On January 27, 2023, NHTSA opened Defect Petition (DP) 22-005 to evaluate the subject matter described in the petition. On June 24, 2023 and as supplemented on June 25, 2023, the petitioner notified NHTSA he was withdrawing his petition. The petitioner indicated that, based on his review of data, there is no justification for asserting potential benefits that could be derived from actions sought by my petition. Based on the petitioner's withdrawal, DP22-005 is closed. Closure of this DP does not represent a determination by NHTSA regarding the subject matter of the petition.

On May 27, 2014, amended June 2, 2014, Ford Motor Company (Ford) submitted a Defect Information Report (DIR) to NHTSA describing a safety defect that may result in a sudden loss of power steering assist while driving in approximately 746,067 model year (MY) 2008 through 2011 Ford Escape vehicles equipped with electric power assisted steering (NHTSA 14V-284, Ford 14S05). Ford's DIR described the defect condition as a poor signal to noise ratio [SNR] in the torque sensor within the Electric Power Assisted Steering (EPAS) system [which] does not allow the PSCM to determine the driver's steering input. When the system detects this fault condition, it transitions the EPAS system to the fail-safe/manual steering mode.Ford's DIR indicates that loss of power steering assist while driving would require higher steering effort at lower vehicle speeds, which may result in an increased risk of a crash.Ford's remedy instructs dealers to check the Power Steering Control Module (PSCM) for Diagnostic Trouble Codes (DTCs) to determine the proper repair procedure. If no DTCs are present, dealers are to update the PSCM and instrument cluster module software. The updated PSCM software changes the torque sensor fault strategy so that the SNR condition does not result in a loss of power steering assist while driving.In addition, audible and visual warnings are provided for torque sensor faults.If DTCs indicating faults in the torque sensor, PSCM or Power Steering Motor (motor) are present in the initial recall inspection, the dealer performs the following repairs: 1) replaces the torque sensor for torque sensor faults (DTC B2278); or 2) replaces the steering column for faults related to the PSCM (DTC B1342) or motor (DTC B2277).Continued in attachment pages
