AFTER REFUELING VEHICLE TO FULL TANK CAPACITY, THE VEHICLE STALLS AND STEERING WHEEL LOCKS IN AN INTERSECTION WITHIN A FEW BLOCKS FROM THE GAS STATION. FOR 2 YEARS, THIS VEHICLE HAS BEEN STALLING AFTER EVERY GAS REFUELING. IT HAS NOW STARTED TO LOCK THE STEERING WHEEL CONCURRENT WITH THE STALLING.
